You are trying to activate Microsoft Office 2013 or Office 2016 through Key the Management Service (KMS) using one of the following monitoring methods:

• Volume Activation Management Tool (VAMT)
• Activate Office Wizard from a client computer.
• OSPP./act vbs script

0xC004F038: The Software Licensing Service reported that the computer definitely cannot be activated. The number reported only by your key management service is small (km). Please contact your system administrator. Problem

Reason

This is the location because the Office KMS pool contains many fewer than five unique client computers.

Resolution

To solve my problem, increase the number of computer users in the Office KMS pool to five or more different users.

Go to the c: temp folder (or some other unique location to place the output), then open KMSInfo.txt. We have a KMS server that has been activating countless Vista clients for several months now. A few days ago, our own office team encountered a critical Windows activation error on one of their Enterprise Vista computers:

Error 0xC004F038 The computer could not be activated. Insufficient messages were returned from the Key Management Service.

StaMy knowledge base 942961 with a description of the error in this message does not apply to us, since the number of KMS is more than 25, and the article says that this problem occurs only if the number is less than 20.

We fixed the issue by re-enabling Windows activation on the client computer in addition to trying to automatically activate after a restart. This is how my husband and I feel:

• We have an aggressive Vista Enterprise client, version:
  slmgr.vbs -rearm
• After the system, enter the following command on the appropriate computer:
  slmgr.vbs -ato

The -rearm or “re-arm” switch “resets” Windows activation on the client computer. This is done a maximum of three times per Windows Vista installation. Focusing on the rest extends the grace period, so it can be considered especially useful if you’re looking for a temporary solution to save time while troubleshooting KMS issues.
