What's the 0d error code on my computer?

Error code 0d! Please help yourself! I cannot understand this. I am doing a new configuration and cant put the software in POST. Here is my situation. I am trying to boot a new Asrock Gaming X x570 motherboard but I am getting error code 0d.
As I understand it, this code indicates a problem with USB, PCIe, video card and RAM devices.
I have already removed all PCIe connections including some M.2 SSDs, disabled all USB headers, removed the USB port from the wireless mouse, removed the most important RAM and reinserted (I have four 8GB Thermaltake keys) and then squeezed down to a few A2 / B2 slots then swapped the racks, maybe took out the graphics card and put it back in, plus something that didn’t change, I replaced them with an older card that I know is workable.
Nothing came out of 0d error code in the shoe process.

Update:
Removed all peripherals, RAM, FX graphics card, etc. The only connections are additionalpower supply, front connectors (PWR switch, reset, etc.). The tentative error code is A6 (SATA just has no output connected), then goes to 0d, so you have errors and no more progress.

Processor – Ryzen 5 5600x | ASRock X570 Phantom X Gaming.

The motherboard does not need to be taken out for a long time to check the loading from the outside inside the case, but to me it looks like a card.

Outside the case, check with a screwdriver or similar to make the power pins short enough to start the technology.

I’m sure this is DOA MB.

I always get procedure 0d error when trying to boot the latest new Asrock Gaming X x570 motherboard.
In my opinion, this code indicates a problem with connecting USB devices, PCIe, video card and RAM.
I removed all PCIe cable connections including M.2 SSDs, disabled all USB headers, removed the USB mouse port and removed all RAM (I have four 8GB Thermaltake sticks) and then zoomed out. which only the A2 / B2 slots can use, then swapped the ends, took out the video card and reinserted it, and when that didn’t improve the situation, I replaced it with a working card that worked.
Nothing was saved during load after error code 0d.

Which processor? … with. at your place. try. reinstall? … check for bent pins, etc.
