It basically sends an empty response to PayPal and contains comments on the error log messages that you can include if you are comparable to see exactly what PayPal is facing in the server logs.
You will need to make an absolute test payment through PayPal or through your PayPal sandbox account to make sure all requirements are met. If so, you can further determine which parts of the main PayPal request are causing the errors.

Basically you want to check that almost everything PMPro has no broken characters or special characters, and also make sure WordPress in the Settings-> General page avoids some.
