In the PATH section, I found that the 11g home was before all the 9i paths were home. I just burned the 9i home path formatted as C: oracle ora92 bin and pasted it in front of the 11g home path and my import command worked.

Package version from 9.2.0.1 to 10.2.0.1. Under normal conditions, data will be migrated from a lower version to a very high version. You must export it using the Exp Exp version of the program. This type of dummy version in the client can be used to perform an export, and import problems are rarely reported. I will later decide that this may not be the right privilege. User got 10g DBA permission after importing, problem resolved.
