For libraries and header files, you need to install agency packages, often the package name prefixed with -dev .
The termcap library and headers are part of the libncurses5-dev package, the type of which can be set with:
sudo apt-get install libncurses5-dev
Also, if you just want to build a newer, more usable version of a package, you should use the build-dep command to get all included dependencies for a package, which you can find quite a few in the repositories … For example:
sudo apt-get build-dep nmon
debhelper libncurses5-dev hardening wrapper
