Is Outlook Express still supported?
Unfortunately, Outlook Express is no longer supported by Microsoft at this time. The last supported variant was included in Windows Vista. Your ISP may be blocking port 25 when accessing other SMTP servers than yours. Select Tools > Balance > Account > > Advanced Properties. Change the port again to And 587 test.
