    What should be:
    1. Make sure Oracle is disabled for providers
    2. Verify that the Distributed Transaction Coordinator services are stopped
    3. Make sure the COM+ event system services are stopped

If the error persists, a command prompt pops up:

    task list /m >> C:task.txt

You see an application that even uses oci.dll, and you can probably stop it and let opatch reapply.

    Reason
This error occurs when using Oracle Files.
Windows does not allow overwritingRead usage history.

    Decision
    – Make sure ALL oracle services are stopped.
    – Check if you have a service called “Distributed Transaction Coordinator” running.
    – If so, prevent it.
    – Try to apply the patch as soon as possible. you

If you are getting the same error, it may mean that another active application/service is using Oracle files.
Now there is a simple workaround: for
    – Start the machine in SAFE MODE.
    – Apply the patch.
    – After applying the patch, restart the machine normally.
    – Finish applying the patch by following the post-installation procedures.

Remove Oracle from PATH, restart the computer, test the fix, then return Oracle from PATH.
    Suggested actions:
    – Configure ALL Oracle services to start manually (note who is configured to do this, customers can use
    reset them later).
    – Change system environment variables.
    – Copy our own ENTIRE PATH to a Notepad text file (for later use).
    – Remove Oracle directories from PATH.
    – Pe Start the machine normally.
    – Apply the patch.
restore- returns the PATH as it could be (using a Notepad text file).
    – Redefine Oracle services to AUTOMATIC production (only those previously configured this way).
    – Restart the machine. Exit
    – Applying a patch using post-installation procedures (ie scripts).

Some have reported that applications such as Virus Checker, backup software, DiskKeeper, and other similar programs block some Oracle files.
You can disable these programs and see if the patch applies.
See the next section to determine which process/program is locking files.

Use the utility to determine exactly which process is using Oracle files.
    – One such utility is called Process Explorer.
    – You can find them at: http://technet.microsoft.com/en-us/sysinternals/bb896653.aspx
    – Installed, search for Oracle .dll files once.
    – If you find exactly the process using the files, you can easily kill that process.
    – Then try applyingThere is a patch.

If the above steps have been taken and errors occur frequently when copying files:
Check if the read-only attribute is set in the fixpack files or >br> in Oracle_Home.
(Note: A good sign of all this is the problem when there are more than 80 downloads that cannot be copied).
The usual result is that the supplied patch was placed on a CD and then dubbed on
local hard drive. Or when an employee deliberately sets the read-only attribute on your Oracle files. Check

For a read-only attribute, you can:
